Yep, that's why it's there. There's no principled reason it couldn't be
moved to the main namespace. You'd just have to get support from the Meta
community. If a move is planned, let me know ahead of time so that I can
update the configuration of relevant bots, gadgets and templates (shouldn't
take long).

I believe the Learning Patterns were first created on the Grants namespace
because the were (and still are) an initiative within the former
Grantmaking department (now CE). It is one of the resources shared among
grantees and volunteers alike. Cc'ing Jonathan, who was one of the first
promoters, in case he can give further details.
