I'm thinking that it would be an excellent framework to apply to 2 current pieces of draft legislation in South Africa which have serious implications for free speech and innovation in the South African Web space, namely the draft Online Regulation Policy and the South African Copyright Amendment Bill.

Yep, that's why it's there. There's no principled reason it couldn't be moved to the main namespace. You'd just have to get support from the Meta community. I believe the Learning Patterns were first created on the Grants namespace because the were (and still are) an initiative within the former Grantmaking department (now CE). It is one of the resources shared among grantees and volunteers alike. Cc'ing Jonathan, who was one of the first promoters, in case he can give further details.
