As Derk-Jan mentioned, we need to be careful when overloading shortcuts such as scroll. The idea is to use regular scroll for opening the information panel when the image is not zoomed, and to move (pan) the image when zoom is applied which I think will meet user expectations (especially in touch-enabled devices). Having said that, a shortcut for zooming makes a lot of sense (especially it it takes into account the cursor position to allow indicating the area to be zoomed). Using shift+scroll for zoom makes sense in this context. In addition to that, we can have keyboard shortcuts ("+" and "-"). We can even consider using regular scroll to zoom when it happens over the zoom control or the thumbnail overview (since the zooming intent is more obvious there).
