I doubt we'd be affected even if that becomes widely implemented, other than rejecting JPEGs that include DRM at the upload stage. If anything, images that include those protections are very unlikely to be freely licensed. In a way it would make it easier to avoid some copyvios. Not that I think this DRM extension is either a good idea or likely to get anywhere...
