Thanks for the advice! I've created m:User:Tgr_(WMF)/MediaViewer_template_spamlist and m:User:Tgr_(WMF)/MediaViewer_template_message. I haven't found any information on where exactly to request cross-wiki mass message sending, though.

At some point we might want to start logging how many images without an information template and/or a license template have been accessed, and use that + template interwikis to identify what's missing.
