You are right, we need to put up for comment ASAP the proposal and timeline.  Arne, Austin and I have been reworking the draft, so it should be open today.  

In addition, there is a call to discuss the proposal on Sunday at 1500 UTC.   Arne, Austin and I are meeting in person in Frankfurt all day.  In our last meeting we scheduled a call at 1500 UTC for Oct 3 to go through the proposal.  It would be great if you could make the call, or, if not, share you comments prior.

Publishing a polished proposal rather than working on drafts in public
may be perceived as "private development, public commentary" rather
than an open public collaboration, even if this is not the intent.
