Could all of this discussion and work take place on Meta?  Does any
material currently on the MR wiki need to be private?  (I see this was
on the agenda at last week's meeting -- what was the result of the
discussion about how the two wikis would be used?)

Publishing a polished proposal rather than working on drafts in public
may be perceived as "private development, public commentary" rather
than an open public collaboration, even if this is not the intent.
