There is only the following information in "New features" box:
New in 1.3
* Much faster page loading on slower connections
* Styling fixes
* Fixes for right-to-left languages
New in 1.2
* New look and feel for sections
* Uses the API to load content, is faster
* References show up in easy to use overlay
* Pinch to zoom in the maps on ICS and Honeycomb
* Style fixes for ICS phones
* Better support for Right to Left languages
* And plenty of bug fixes!

If i select english (hl=en), i see the updated changes (with nearby).

- Nearby: Learn more about what's around you by getting links to
articles about things that are near your current location. (Location
services are used only by this feature)

Unfortunately, "Android has no mechanism for granting permissions
dynamically (at run-time) because it complicates the user experience
to the detriment of security." [1] Perhaps the app team has insights
into whether that's likely to change but as-is the best we can do is
tell the user what the permission is used for, AFAICT.
