I would be surprised (and perplexed) if this is the case. At least in apps, both reading and editing are done via API requests, which are in turn performed over https. The carrier would have no way of knowing what packets are "editing" vs. "reading".

I don't know about images and videos, but I imagine that the costs for editing traffic would be negligible to the carriers and it will create a lot of, um, good karma for everybody.
