We plan to discuss two RFCs at the 2016-03-09 RFC Meeting (22:00 UTC on
Wednesday):

   in core
      - @brion <https://phabricator.wikimedia.org/p/brion/> is shepherding,
      and would like to confirm rough consensus for moving some of the
Echo code
      into core
      - T66214 <https://phabricator.wikimedia.org/T66214>: Use content hash
   based image / thumb URLs & define an official thumb API
      - Based on the 2016-03-02 ArchCom meeting
      <https://www.mediawiki.org/wiki/Architecture_committee/2016-03-02>
      and what he said in T66214#2087161
      <https://phabricator.wikimedia.org/T66214#2087161>, I believe @GWicke
      <https://phabricator.wikimedia.org/p/GWicke/> hopes we can reach
      consensus on the format of a thumb API, possibly putting that aspect into
      last call.
