This should be doable with some Varnish tweaks. Brandon might have an opinion on this too. I created https://phabricator.wikimedia.org/T102524 to track this and cc'ed him there.

If we don't have one of the above and the apps use their RESTBase services they cannot detect the Zero-rated state.
