That process for applying as a mentor is applicable to “Google Summer of Code”  which is an internship program run only during the summer months by Google. “Outreachy” on the other hand, is run by GNOME and its mentor registration process is different. I will update the page to reflect this information (though I was not the one who wrote it :)
