When I install the new files to the database it seems to cause problems and
when I do a fresh clean install of the media wiki 1.16 I get a weird error
associated with permissions files on the database. Originally the problem
was PHP4, but found I could switch to PHP5 by activating a prompt within my
control center for my website.

want to prevent people from inputing naughty words probably using the
$wgSpamRegex command and prevent established IP spam address from trying

create accounts to spam the wiki site.
Using an outdated version with security vulnerabilities is not the way
to begin securing the wiki.
What problems do you have upgrading?
You don't have PHP 5? PHP 4 has reached its end of life and should not
be used any more.
