I should have been more clear: Links not only appear blue, but are also in
form /Category:X instead of index.php?title=Category:X&action=edit. If there
is no text for that Category, it simply says the same thing as if you were
to type a URL with any non-existant page - that there is no text, and here
is the link to edit it. In case of categories with member pages, it also
lists those pages. Try it, it works as you would expect it to. With minor
further modification, this could be made into a option controlled from
LocalSettings.php.
