Reply: Use the script "maintenance/createAndPromote.php" to create a new
sysop account.
I think that if you replace the following lines of the script (lines 39-40):
# Promote user
$user->addGroup( 'sysop' );
with:
# Promote user
$user->addGroup( 'sysop' );
$user->addGroup( 'bureaucrat' );
The change will cause the script to create a new bureaucrat account (not
only sysop), and you will be able to use this account to add sysop
permissions to the users.
