If you are going to use only 1 template for all new articles then Boilerplate should work for you. If you have multiple templates, I have implemented an extension BoilerplateSelection which uses the title of the article to determine which template to use. Those are the only ones I have tried it on. Since Boilerplate (which BoilerplateSelection is based on) works on 1.6.8 I would assume <g> that it should work back to that.
