If your wiki uses the skin MonoBook you can... (1) open the file: skins/MonoBook.php (2) around 270 line, before closing the div #footer write:
<span id="subfooter"> -- put your content here -- </span>
(3) Then you can control the visual aspect througt the file: skins/monobook/main.css
