message is wrong (or outdated). I did some testing, and it
appears $wgMainCacheType just has to be set to something other than
CACHE_NONE.

It's triggered after 3 attempts. Like
$wgPasswordAttemptThrottle, it
requires that $wgMainCacheType be set to something other than
CACHE_NONE (CACHE_DB seems to do the trick, if you don't have any
accelerator available).
