Have you actually set $wgDBadminuser and $wgDBadminpassword in
AdminSettings.php
(or LocalSettings.php)? These are distinct from $wgDBuser
and $wgDBpassword in 1.15.

They can be different, if you don't want your "normal" user to have table
create/update/drop rights. In practice, that's the only thing the "admin"
user does that the normal user doesn't, and that's normal only during
running update.php. So if your normal user has those rights, they can
very well be the same value.
