You don't need to convert the database. Although MediaWiki told to mysql
that the fields were latin1, it was in fact storing utf-8 there.
(If you were upgrading from a really really really old MediaWiki, you
could have latin1 there, but there the maintenance scripts handle that, too)
So you only need to be careful that mysql doesn't mangle characters
(‘helpfully’ translating from latin1...) the when dumping / restoring
