My issue is with the wiki configuration files not recognizing (.doc, .pdf, .ppt, .xls) files as Media, but rather lumping them together with Images (.jpg, .gif, .png). This causes problems in the files not showing up in the link to menu... but rather showing up in the “insert image” button/menu.
Is there a way to correct this issue?

You have a MediaWiki version quite old. On 1.14 Image: namespace was renamed to File: You should update to 1.15.2, your version is vulnerable.

I trust that this is proper etiquette, but I have another issue that could be resulting from the version.
Problem: Unable to make users members of groups(Sysops or Bureaucrats)
Special Pages > User Rights Management > Enter a Username When a new Wiki is created, I can move users to & from Sysops or Bureaucrats. However, after an undefined time, that ability is gone.
Would you happen to know if that is a documented issue related to the version, or is it something else that you're aware of?

I don't remember that kind of issue. What you describe could perhaps be explained by a configuration where you can add people to a group, but not remove. So you can eg. add to sysop/bureucrat or remove sysop but then after granting can't remove from that group. There have been changes to permissions systems since 1.11 (that's 2.5 years of development), so even if that was an "expected" bug, that might have been fixed.
I would upgrade the wiki, then report anything that isn't working.
