First up, looks like your web host has disabled changing a
configuration directive MediaWiki *would like* to change. Go into
/config/index.php, look for lines starting with "ini_set(" and add a
// in front of them. Then go back and see if you get any *additional*
errors.
Secondly, the software can't find a file it needs. Check that you
uploaded everything from the tarball or CVS export; however you got
the software.
