Having looked at the dump file enwiki-pages-meta-history, I found that
it contains a total of five revisions for the enwiki page "American
Samoa", while in the online version at

I can see for the year 2003 alone 9 (not minor) edits, plus a number
of minor edits.

All those edits should appear there no matter how old the file is, but
that file might be broken.
enwiki-pages-meta-history must contain all edits to all the pages. Full
stop. Including minor edits, bot edits, and so on.
The only thing that could change these are deletions (oversights) and
page moves.

Looking at the metadata could help. Seems that something is corrupted.
