For Dutch content ask a Dutch wiki, like
http://nl.wikipedia.org/w/api.php
There's no Dutch translation of
http://www.mediawiki.org/wiki/API, you
can make it yourself.
The tag names won't be translated. It is intended for bots to read, not
for humans.
It's very unlikely we might want to provide a translation for the API
help at
http://nl.wikipedia.org/w/api.php
