yes, i have searched extensively for such a service and have yet to find
one that is not a scam. other people might reccomend 5jelly, but it (in my
experience) has never actually worked and it may be connected to spam lists.
you might be able to write a php script to do it though. at least if you
used orain they would do this for you.

You might be asking a bit much from a free webhosting account if you
want shell access. I doubt very many services are going to give you a
command prompt where you could run just about anything without making
you pay for it.
That said, there are a number of relatively cheap VPS providers who *do*
give you full access to a Linux box for a modest fee. My personal go-to
is Linode (http://www.linode.com/
). You can get a decent low-end box
for $10 USD/month. There are probably other even cheaper options out
there, but I can vouch for Linode being *very* reliable.
