Character sets and language codes are pretty much separate affairs.
MediaWiki only supports UTF-8 (Unicode) and ISO-8859-1 (Latin-1)
character encodings; Latin-1 was supported only for a few limited
languages, and as of 1.5 only UTF-8 is supported. You should use Unicode
(UTF-8) for all of the above languages.
If you're looking for language code designations, we generally try to
follow RFC 3066 (as used for the 'lang' attribute in HTML and the
Content-Language MIME/HTTP header). There should be a partial list in
languages/Names.php.
