I am new so that I am confused. Does
[[Rome:Information/weather]] looks
like a namespace or Category?
It looks like a namespace. Links may either be of the form [[Some
Page]] (where Main namespace is implied) or [[Namespace:Some Page]].
Namespaces often have special meanings - like Category, Image and
Media - which cause them to behave differently during page render.
