For newly created pages you can set some tokens as default. Simply add
'default="one,two,three"' to your {{{field}}}-definition. The user can
add additional tokens, but can also remove those preset by you.
Note: the default value gets ignored for subsequent edits. This would not show up for
existing pages.

Is it possible to pre load some tokens and allow additional entries to show up
in the list?
I tried values= however if anything else is added it does not show up in the
list.
