Thanks Daniel, your suggestion worked flawlessly. It compelled me to upgrade from version 1.10 (which did not appear to offer the #tag: parser function), to 1.12.
Since my template only uses the global parameter SUBPAGENAMEE, in an #ifeq: function, my template call is as simple as
{{#tag: graphviz
| {{Template:View_structure}}
}}
That little gem will save dozens of copies of nearly identical graphviz code...

I was excited to leverage the template facility to map a complex process
using the graphviz (http://www.mediawiki.org/wiki/Extension:GraphViz)
extension, which would then be included as a template on each page
created for a node in the process, then use {{SUBPAGENAMEE}} in the
template to automatically highlight where in the process graph this page
documents, a sort of "You are here".
But alas, it appears that parameters (e.g. {{SUBPAGENAME}}), Templates,
and ParserFunctions ({{#ifeq:...}}) are not interpreted within the
<graphviz> tags. I get a graphviz nodes named, literally, "Test",
"ifeq", and "SUBPAGENAMEE", using:

</graphviz>
Is there a way to get the template/extentions parser to mangle the
graphviz content before graphviz sees it? Is there an easier way to
achieve the goal above? I don't mind modifying the extension scripts,
or mediawiki, but with otherwise no experience in the code base, anyone
who could even point me in the right direction would be helpful.

If there a way to check if a page is part of a certain category from
the skin level.
I know it is probably unorthodox, but 90% of what I do on my wiki is,
but I need a new tab to appear only if an article is part of certain
categories. Right now I have the tab, but it appears on every page.

I'm having an odd formatting problem with displaying the userboxes in an
infobox template that I copied off Wikipedia, and I'm hoping that someone
can help me with a fresh pair of eyes.
In summary, the problem is this: I've copied the template for Infobox
user<http://en.wikipedia.org/wiki/Template:Infobox_user>to my wiki (
pansexual.net). It seems to work fine, except for one glitch: if you put
userboxes in the final section, the border for the first userbox is
displayed in a separate div from the userbox itself. This means that the
first userbox is borderless, with a small dot just above the top left
corner. All the following userboxes appear normal. You can see this
happening on my user page <http://pansexual.net/index.php?title=User:Chris>.
So far as I can tell, I've gotten all the necessary templates and css code
from Wikipedia.
