Well I don't know what you mean by "all new members to committees" exactly. But I guess its difficult to guide every new member personally for mailing list guidelines, FAQs etc and new members keep on coming so why go for a repetitive task?

Guidelines, FAQs exist somewhere or the other, a new member has to find that out on his/her own.

If they face any small query then they can contact any member personally first and then later depending on the situation post to the entire list.
