The Wikimedia Foundation teams for VisualEditor and Language Engineering have put together a document that proposes a change in the MediaWiki localisation format.
We have also proposed to discuss this RfC in the upcoming RfC review meeting of 2013-12-18[1]. As far as we know, no time has been set for this meeting, yet.
