As মোহাম্মদ মারুফ says that everyone on bnwikibooks wants to have this
extension installed, I think you should open a request on
https://phabricator.wikimedia.org linking to that consensus asking for it
to get installed/enabled. That would be the proper place to track your
request.
However, you should take into account that Content Translation is currently
focused on the translation of Wikipedia articles, and it might not be doing
a good job with translating the templates used by wikibooks. Caveat emptor.
