Yes, that "Can't submit some translations right now?" link is the process
I've been trying.
The system created my "BAMaustin" user account & sent me the
"translatewiki.net email address confirmation" message. (Which I confirmed.) It
also created a welcome User page which requires that I translate a page to validate my
account to the next level.
But, until I translate a page, it remains locked at the permissions level where I cannot
post in your MediaWiki installation.
So, as an English monoglot, I find myself stymied. I cannot even edit my own account's
"Discussion" or the profile on the "User Page". So there's no way
to interact with the welcoming admin.
(I submit that this may have wider impact than me. If one must be a validated user to
nominate their own MediaWiki site for translator help, then the webmasters who are just
exploring internationalization are in trouble. This entrenches the English-only
installations more deeply.)
Perhaps you could have a "Pig Latin" page that even a linquistically challenged
user could 'translate' to

If it is like the time I tried last November, my account will soon self-delete because I
will fail to validate to the next level.

I cannot delve very deeply without be a becoming a validated translator. There is an
option to sign up for an account without translating a page. But, unless you translate a
page, that account cannot be validated and is auto-purged before even a week passes.
With an unvalidated account, you can't post to the support discussion page, there is
no eMail to request help, you're prohibited from posting a question to the Chat. The
welcome eMail is a no-reply address.
I am sorry that I do not have another language and cannot translate a page.
How do I get past this hurdle?
