Hoi,
We do not localise for zh-CN. We localise for zh-Hans and zh-Hant. Consequently I do not understand really why there is a mention of zh-CN on the Chinese Wikipedia to do with localisation in the first place. (obviously I can not read the text)

It reports[1] zhwiki has MediaWiki:About/zh-cn with content "关于", but
its real content is "关于维基百科"[2].
