I cannot delve very deeply without be a becoming a validated translator.  There is an option to sign up for an account without translating a page. But, unless you translate a page, that account cannot be validated and is auto-purged before even a week passes.

With an unvalidated account, you can't post to the support discussion page, there is no eMail to request help, you're prohibited from posting a question to the Chat. The welcome eMail is a no-reply address.

I am sorry that I do not have another language and cannot translate a page.

On the main page there is also a link with description "Can't submit some translations right now? You can still join."

That appears to be the registration process you are looking for.
