The editing API can also create pages. You may want to pass the "createonly" parameter to ensure you won't edit existing pages by mistake.
Some libraries exist that ease the work by flawlessly handling the tedious parts.
If you're developing a JavaScript gadget, then mw.Api is for you. Otherwise, have a look at Pywikibot! (disclaimer: I am among its contributors)
