If page "A" is a redirect to the page "B" and "A" has only one
revision in history, you can rename "B" to "A" without deleting
"A", without technical right to delete pages. Technically, you
deletes "A" without right to delete pages and this event is called
"delete_redir". Delete_redir2 , I assume, is something very
similar, introduced half year ago.
