I am not sure how relevant it is, but it might be of some interest to the project: Some people from the UK have scanned old (well old for modern data, not on historical scale ;-)) out-of-copyright paper Ordenance Survey maps and rectified them into a browsable slippy map. http://ooc.openstreetmap.org/. Perhaps some of the software stack can be re-used, although I think most of that was done manually with offline tools. So depending on the requirements that might not actually help much.

Hello, an old version of this idea can be found there: http://commons.wikimedia.org/wiki/Commons:Geocoding/Overlay It shows Commons-maps on Google-earth.
Ok, it has no gui-editor, only a very simple transformation (scale+rotate) and depends on property software from google, but it shows a way how to store the rectify-meta-data in commons.
The new software should be able to show more than one map at on moment, so that the user can compare it.

P.S.: The project name Wikimaps is very generic, so e.g. our map with Wikipedia-POIs on OSM or the maps-mediawiki-extension could also get this name. Perhaps you should add some words like recti, commons, histo, old....
