I would hope that it would be possible to use Wikidata labels for map internalization in a future not so distant, instead of "name:*" tags in OSM. Although I have no idea how to possibly implement such thing in a way which won't be time-costly, it is definitely a way to investigate, because it would not only solve this problem, but enhance the internalization drastically, as WD has many more labels than OSM contain in names [yet I don't have any proofy statistics in hand, just my impression..]
