i think it's a very good idea. I would make that link point to a page
explaining about OSM concept, that it's not a WMF project, they need a
separate account, what things are acceptable, etc.
Preferably, I would make that wallpage at OSM side, in that way that it
wouldn't appear if it was a logged in OSM user (not just for old-OSMers,
but also for wikipedians which create an account and then go editing
through several articles).
Getting this right will be a little tricky, but probably key to making
this work acceptably for wikipedia users.
I don't yet know if such a functionality could be included into
OpenStreetMap's page (currently it doesn't yet exist), but I'll try and
find out if such a thing would at least theoretically be possible. If it
would make sense and there is a good concept / design for it, I could
try and write a patch for such a functionality.
The alternative would be to do this on the Wikipedia's side. Probably
the easiest way to do this would be to have a custom instance of
Potlatch run on a wikipedia page, that would connect to OpenStreetMap
via OAuth. This way, one could potentially use the wikipedia user
account to determine if one wants to show the help page, or if they are
"experienced OSM users". It would also allow to customize potlatch for
things that are most relevant in wikipedia.
But given that for now it will run on toolserver rather than wikipedia
proper, one probably doesn't have access to the user accounts. It also
doesn't detect if you have used OSM through other means than wikipedia,
or can easily handle other editors than potlatch. So maybe that is not
the best way.
