Hi.
As per my understanding, ticket can be raised in Phab (informing the issue you are facing ie. no replies from corresponding maillgroup) and request for adminship can be made (by the interested ones). I am not sure whether it requires any concensus.

We are a few wondering how to deal with a situation where ... no name
has been mentionned as operating a mailing list... and no one is
answering the email list as contact for the list admin...
Specifically speaking of the gender gap mailing list... So what are...
the options ? if any ?
