I have not necessarily been through it as a requestor, but I have accompanied quite some requests being a Langcom member ;-)

Creating a request is not really a dramatic thing, I have now created the Dari request (with only the basic info) on https://meta.wikimedia.org/wiki/Requests_for_new_languages/Wikipedia_Dari_Persian :-)

The 'rules' to create a project in the Incubator are less restrictive, basically all it needs is for the language to be real, so having its own ISO code is mainly only what it takes. However, that doesn't mean it is 'eligible' for its own sub domain.

My point is, without the eligibility there is no certainty that a project will eventually be accepted. I indicated earlier that Dari will need consideration. Consequently just making the request brings clarity.

What you CAN do is make the request. The notion of a sufficiently large editing community is not part of the decision to consider eligibility. Eligibility indicates if it is worth to put effort in an incubator project. When a "language"is not considered to be eligible it will not gain a project.
