I just read this [1]. They will probably want to include this in their Wikipedia and I am sure that it is better to do this in a Wikipedia than it is to add it in the Incubator..
My proposal is to allow them a Wikipedia if we can get some assurances that they will do asap the work needed for localisation..

Did they add anything from the encyclopedia to the incubator? If they add a few articles as a sanity, I'll gladly approve it.
Also, they need to decide which ISO code is it exactly - there are at least two for Konkani.

However, a few points: - We should make clear that we approve Goan Konkani = gom explicitly. - According to ethnologue, Kannada and Latin script are used. http://translatewiki.net/wiki/Portal:Gom additionally lists Malayalam, Devanagari and Arabic. It should be clear how they want to deal with this on their Wikipedia. Are there script converters? - Translation of the most-used messages is done for Latin script (< https://toolserver.org/~robin/?tool=codelookup&code=gom-latn%3E), so no need to give an exemption from that requirement.

The Konkani encyclopedia that they are using to seed the new Wikipedia is written in Devanagari, and this strengthens yet again the point that this Wikipedia's main script should be Devanagari. I have not yet received any data about how many of this language's speakers use each of the scripts. This is repeatedly brought up as an issue, but only as generalities - "Konkani uses many scripts", "There should be a script converter", "Many people use other scripts" - nothing more precise than that. Whenever I hear anything practical and factual about publishing and education in this language, however, it is always in Devanagari. So I suspect that Latin localization is not quite useful on a Devanagari website. I am willing to hear other arguments.
