The Central Bikol community seems more than ready to have a separate Wikisource. There are about 30 editors with 10+ edits this month and about 20 were there last month. I think the community can translate a few more messages related to the Proofread Page extension but it's already at 60% now.

I think this activity looks very good, but it's only for two months. I think we should probably wait and see if this activity continues throughout August, and if it does, we can approve. Does that sound good?

Yes. That sounds good. Let's wait a little bit more. We have one editor this month with 105 edits already. But, let's wait for a few more.
