Hi,
There's a request for Wikipedia in Dolgan: https://meta.wikimedia.org/wiki/Requests_for_new_languages/Wikipedia_Dolgan
The language has relatively few speakers, but it's definitely living and has a code. In addition, the person who is proposing it appears to be serious—for example, he already translated the most used messages on translatewiki.
Any other comments?

Tiervâ,
I have added some questions to the discussion. IMO these same questions (and other ones) could be asked each time someone proposes a project in a new language.

Kim, If I understand correctly, you support eligibility now, right?

I found these questions very useful! I think it does make sense to ask them.
@ Amir: when marking a project as eligible, could you please leave a "comment" even if it is only your signature? When I see requests marked as eligible without any comment, I always look into the page history to check if the eligibility was actually given by a Langcom member, as sometimes people just copy-paste it from other requests.
