"Very experienced" with Incubator is not true, even though he is a long-time sysop there, in the handling of a recent request it turned out that he knew almost nothing about the Incubator policy. He even offered to resign as a bureaucrat back then, but didn't follow through with it. Also in my past interactions with him I have never noticed an interest in the Requests for new languages, so I do wonder where this requests comes from now. Also I'm very concerned about other issues surrounding him.
