No, I can only see it in the multilingual Wikisource, with only 20 pages.
I'm not sure that will they have much in the public domain area, given that
the language was only standardized in the 1920s, but Cyrillic versions of
older Persian works as they are studied in Tajikistan are legitimate.
In any case, yes, it's uncontroversially eligible.
