Hoi,
mo is a catch all and includes all the ISO-639-3 codes. Our policy has been that the community may decide on this.

If you want a formal requirement, present Mongolian Wikipedia is using
"mo" as ISO 639-1 substitute for "khk", while they are asking for
"mvf".
