Now suddenly you claim that you are completely unrelated to other users who are using the same IP, while at first you talked of the others being in the same internet café with you. Now what's true?

Although it likely doesn't matter at all, but it's not unusual that thousands and even millions of people access to internet via one or few IP addresses. (I remember that 5-10 years ago we had a couple of hard "no"s for IP blocks, like "if you block this address, nobody from Qatar would be able to edit Wikipedia" -- yes, Kuwait or Qatar were in such position during the previous decade). It's usually about proxies, but it could be because of lack of IP[v4] addresses and quite developed internal networks of the internet providers.
