I would like to suggest the approval of the Igbo [ig] Wikiquote:
The localization of the most used messages is at 96 %, which is trivial to get to 100 %:

this is not the first project in Igbo (there is already a Wikipedia),
our language proposal policy requires that "there is a continuing effort
to translate the MediaWiki interface into that language", which the
graphs on Translatewiki show that there is:
Since the Incubator was started in 2006, we have only approved four Wikiquote projects – the last one was in 2018, the last one before that in 2013, and then there were 2 all the way back in 2007. And this will be the first Wikiquote we approve in an African language, ever! As far as I can tell from Special:SiteMatrix, there are only 3 Wikiquotes in languages of Africa: Afrikaans [af] with 34 content pages, Arabic [ar] with 2781 content pages, and Wolof [wo] with 10 content pages, so the Igbo Wikiquote with its 1410 content pages is already doing very well.
