My take: I don't have one. The request page is quite confusing. The page title says "East Frisian", but the listed code is "frs", which is listed "East Frisian Low Saxon" in ISO 639 3 and Ethnologue sites, while the English Wikipedia says that the closest thing to just "East Frisian" is stq, in which there is a Wikipedia already. In addition, some people in the discussion claim that this language is the same as nds, and others say that it is distinct. So I cannot propose anything at the moment.

My take: Probably *Delete*. The language is probably eligible, but the request was created by a blocked user without adding substantial details. I would have already deleted the request page for that reason alone if there wasn't some content in the Incubator:
